November 14, 2025, Laredo, Texas — Killam Development and Winfield Communities proudly hosted the Champion of The Coves Award Ceremony on November 12, 2025, recognizing public officials and community partners whose leadership continues to shape the future of Laredo and Webb County. The gathering served as a moment of appreciation and an opportunity to offer guests an exclusive first look at what’s next for The Coves, one of Laredo’s most transformative master-planned communities.
The event highlighted the essential role that elected officials and community partners play in driving forward economic development, create jobs, elevate quality of life, and make projects like The Coves a reality.
Held onsite at The Coves, the event welcomed distinguished leaders including: County Commissioner Jesse Gonzalez and Commissioner Ricardo Jaime, City of Laredo Mayor Dr. Victor D. Treviño, Mayor Pro Tempore and District 7 Council Member Vanessa Perez, District 5 Council Member Ruben Gutierrez Jr., District 8 Council Member Alyssa Cigarroa, along with Assistant City Manager Ramon Chavez, Laredo College President Dr. Minita Ramirez and Provost Dr. Marisela Rodriguez.
Also in attendance were representatives from The Laredo Chamber of Commerce, Laredo Economic Development Corporation, Texas A&M International University, Clear Choice ER, among others.
Previously honored during the original groundbreaking ceremony were: Senator Judith Zaffirini, Texas State Representatives Richard Peña Raymond and Tracy O. King, Webb County Judge Tano Tijerina, District 6 Council Member Dr. Tyler King, Ms. Lupita Zepeda, Ms. Olivia Varela-Santos, and Mr. Adrian Zapata.

The event also featured remarks from Pablo Martinez, Vice President of Winfield Communities, who stated, “our goal is to create a vibrant, energy, filled community with houses that our families are proud to call home.”
Guests gathered at one of the 80 new homes recently completed by Winfield Communities, a glimpse into what will become part of a 1,000+ acre master-planned community. It will soon include single and multi-family homes, townhomes, parks, trails with pavilions, walkable corridors, and future commercial and retail spaces designed to bring people together.
The Coves serves as a model of how thoughtful planning, private investment, and public leadership can come together to create meaningful impact.
Killam Development and Winfield Communities expressed deep gratitude for these partnerships that strengthen Laredo not just for today, but for generations to come. Following the program, guests were invited to tour the home, enjoy refreshments, and see firsthand the craftsmanship and care behind the community.
The Coves groundbreaking ceremony was originally held in June of 2024.
